What is the difference between OMPs & 3GA?  

 

What is OMPs?

The OMPs program is an incentive program run by Medicare to allow Non-VR General Practitioners to gain access to higher rates providing they meet a certain criteria- for example, to be eligible for Rural OMPs (ROMPs), you would need to be working in a RRMA 3, DWS or RRMA 4 – 7.

 

This program will close on the 31st December 2018, meaning that no new applications will be accepted & Non-VR doctors will only be able to access the higher rates via approved registrar training programs.

 

What is 19aa & the 3GA programs?

19aa restricts Non-VR General Practitioners who hold PR or Citizenship of Australia to working on an approved 3GA program to be eligible to be approved for a Medicare Provider Number. There are 6 programs relevant to General Practitioners, including RLRP, SAPP & AMDS (Non-Registrar training programs) and AGPT, RVTS & ACRRM Independent Pathway (Registrar Training Programs).

 

There will be a new programs introduced in 2019, which it is indicated will replace many of the non-registrar training programs however; there are no plans to close any programs at this stage. This has been confirmed by the Department of Health in writing.

 

So, what is the difference?

It is easy to get these two bits of legislation confused as the requirements for several of the programs are the same (Such as RLRP & ROMPs, for example) however they are very different and they do different things. 19aa/3GA allows you access to Medicare, where as OMPs allows you access to a higher rebate from Medicare. It is possible to be on a 3GA program, and not access OMPs. It is possible to be on OMPs and not a 3GA program.
